In 2012, the Association of Chief Police Officers in Scotland issued the “Custody Manual of Guidance” outlines policies to raise the standards of custodial care for those that come into the care and custody of the Scottish police. The 187-page manual goes through, step-by-step, factors that the police must consider in dealing with potential detainees, including assessing persons at special risk.

In March 2010, the Philippine National Police issued the114-page “Philippine National Police Operational Procedures” containing detailed procedures to address various modes of action police officers should observe in the performance of general law enforcement functions, including arrest and detention (see pages 11-19).

Published in May 2010, the “Police Handbook” is the official code of conduct for the Ghana Police Service. In 61 pages, the handbook details police obligations in numerous settings,including arrests, searches, and police stations.
